levels and an elite boss in fornost to finally find a bow that just a
little better than the one I was using at level 22

they don't want anyone to instantly have the best gear. Alot of people
would never get to experience a chunk of the content that way, either
by their own choice or others who don't want to take the time to take
them through it.

first Dwarves the Sindar came across were the Petty-Dwarves, and they
were hunted. When they met the Dwarves ofthe Blue Mountains (Nogrod and
Belegost) they quit hunting the Petty-Dwarves, as they had thought they
were some sort of animal or minion of Morgoth.
karakedi25: the Noldor of Eregion and the dwarves of Moria were quite friendly

Dwarves were essentially limited by Aulė's understanding of things. The
History of MIddle-Earth of course goes into deeper discussion of this
in several spots, examining the effects of a being created by a Vala
and not Eru.
