Shagrat was the orc Captain of the Tower of Cirith Ungol with a company of about forty orcs. He was large with long arms. The livery of his company used the symbol of the moon disfigured with a face of death.
His company picked up Frodo after Shelob paralyzed him and Sam had left him believing him dead. Sam heard them talking, discovered Frodo was not dead, and tried to follow but lost them.
When the orcs discovered Frodo's mithril shirt, Gorbag tried to take it and Shagrat tried to stop him, resulting in the death of nearly all the orcs of both the tower and the Red Eye. Their noise let Sam know where Frodo was.
Shagrat killed Gorbag, barely saving himself from the broken-off spear held by the apparently dead orc. Gorbag accidentally saved Snaga by this distraction to Shagrat.
Shagrat escaped Sam (who had to choose between finishing Shagrat with Sting or stopping the orc, Snaga, who had gone after Frodo) and carried the bundle with Frodo's things away from the tower of Cirith Ungol. This bundle was later exhibited by the Mouth of Sauron to confound the lords of the western lands at the Black Gate.

Shagrat was captain of the Orcs stationed in the Tower of Cirith Ungol during the War of the Ring.  He slew the Orc sergeant Gorbag and squeezed the eyes out of another Orc called Radbug during a quarrel over Frodo's magical items, and was one of the few Orcs to survive the resulting battle between their troops.  Even after losing the use of one arm, he still managed to escape the Tower and carry Frodo's items to Barad-Dur, with near disastrous consequences.
